From October 2025-January 2026, Ruby and the Steering Committee incorporated multiple engagement methods and included 464 participants through:

  • Public convenings and community conversations

  • Monthly steering committee meetings

  • Targeted conversations with stakeholders, artists, and arts workers

  • A bilingual (English and Spanish) community-wide needs assessment

This planning process also included a review of available documentation of existing infrastructure, peer city benchmarking, funding models, operational models and asset mapping. The goal was to create a plan to activate a local arts coalition to support our region, after identifying potential growth opportunities for the purpose of supporting the arts and developing useful tools to aid our region in agency implementation and organization.
